Our Specialty Chemical’s manufacturing site in Lima, OH has an outstanding opportunity for a passionate, experienced professional to assume the role of Health, Safety, & Environment Manager. This site is a Joint Venture between two of the largest chemical companies in the world – AkzoNobel and BASF, offering a developmental opportunity within both organizations!
This position is accountable for the personnel safety, process safety, environmental compliance, occupational health and site security components of personnel, materials, equipment, and environmental issues to achieve effectiveness for the Lima Site in accordance with corporate policies and procedures ,local,  state and federal laws and regulation. Provide guidance to the site for integration of sustainability business principles.This challenging position requires obtaining results autonomously, a strong desire to improve existing status, change management experience, good prioritization, analytical skills, ability to influence without authority and manufacturing excellence skills.
Fort Amanda Specialties is a production joint venture between AkzoNobel and BASF for the production of Chelates. The plant operates 24/7 with day shift support from Maintenance and crafts people on call for service after regular hours if needed.  A significant part of the plant’s equipment is designed for lethal service because of the usage of some highly hazardous raw materials like HCN. This adds extra requirements to the job regarding knowledge, skills, and strict application of procedures while designing, constructing and maintaining piping, tanks, reactors and equipment.
Principal accountabilities
- Personnel Safety - Develop and implement the site safety policies, procedures, training and reporting systems to prevent and correct unsafe working practices, methods and conditions including:- OSHA regulatory compliance
- Illness & injury reporting and prevention plan
- Industrial Hygiene
- General employee wellness initiatives
- Behavior Based Safety
- Worker’s Comp Management

- Environmental Compliance -  Manage and develop the plant environmental procedures and reporting systems to comply with local legal requirements as well as state and federal EPA regulations and chemical industry best practices including: US EPA Risk Management Program (RMP) compliance- ISO 14000 registration
- Responsible Care compliance
- RC14000 compliance

- Process Safety - Manage key aspects and provide overall coordination of site process safety policies and programs including: - Compliance with OSHA 1910.119 Process Safety Management program
- Adherence to corporate process safety policies and standards
- Providing guidance and mentoring in process safety concepts.
- Lead, facilitate and document process hazard studies.

- Site Security - Manage all aspects of site security program including:- Management and overview of 24 hours site security contractor.
- Manage site electronic access control and video monitoring system.
- Compliance with Department of Homeland Security requirements as regulated under the Chemical Facilities Anti-Terrorism Standard (CFATS).
- Serve as site liaison to LASER (Lima Area Security and Emergency Response) task force.
- Loss prevention program.

- Emergency Preparedness & Response: Maintain plant emergency response readiness through:- Operator Hazardous Waste Operations and Emergency Response (HAZWOPER) certification and training.
- Assuring ICS (Incident Command System) capability is in place and effective.
- Develop, train and update site EAP (Emergency Action Plan).

- Incident Reporting & Investigation:- Review accident & incident reports to identify patterns
- Prioritize incident reports and assign resources to identify root cause findings and resolve corrective/preventive actions.
- Identify incident trends that may reduce risk and provide departments with information that will aid in improved site safety, risk reduction and efficiency gains.

- Facility Management Representative - Serve as a liaison for external and internal audits, inspections and regulatory agencies as well as community stakeholder meetings (LEPC, ECAC).
Functional Responsibilities/Network
- Review, evaluate & audit HSE&S procedures and systems for effectiveness and prioritization.
- Weekly, monthly and periodic reporting on site HSE&S metrics, regulatory issues, corporate compliance and sustainability metrics.
- Advise and serve as technical resource for safety, process safety, environmental and security issues.
- Develop, deliver, communicate and train on materials for site HSE&S topics.
- Management and daily oversight of key safety, process safety, environmental and security policies at the site.

Job requirements/Candidate profile

Candidates must have at least 10 years of HSE experience in a manufacturing environment.  .  Strong background in process safety with specific knowledge of OSHA Process Safety Management and EPA Risk Management Program required.  A Bachelor’s Degree in Chemical Engineering, Environmental Engineering, Industrial Safety or related field with management experience is preferred In addition, the following are necessary for success in this position:
- Ability to motivate, lead and train employees with integrity and trust.
- Proven ability to resolve behavioural and technical issues.
- Ability to perform root cause analysis using technical and practical problem solving tools.
- Proficient chemical background including ability to learn and understand engineering fundamentals and terminology.
- Ability to research, develop and coordinate comprehensive safety and accident prevention programs. 
- Knowledge of safety, health, environmental and security codes and regulations. 
- Working knowledge of OSHA, EPA, industry requirements, plant safety policies and procedures.
- Strong organizational skills.
- Demonstrated commitment to promoting a safe and sustainable work environment.
- Demonstrated strong written and verbal communication skills for interacting with all levels of personnel as well as other internal and external stakeholders
