To this end we are establishing regional CoE organizations that cover the top nine countries as well as the Rest of the World countries. We are also transferring some of our Center of Expertise (CoE) support processes to Global Business Services (GBS) on January 1, 2017.

This new position will located in Cologne (Germany) and be responsible for the new DACH region

The DACH region covers 2 800 FTEs across Germany, Austria and Switzerland

Purpose/Key Objectives of the Job
- Responsible for the implementation and delivery of global L&D initiatives and the design and development of regional L&D initiatives aligned to the company strategy.     
- Understands the needs of the local businesses and acts as expert consultant to business/functional and HR leaders on L&D topics.
- Builds capability in the region to deliver on the strategy (Change Management, Project Management, Talent Development, High Performing Teams Development etc)
- Contributes to the design & development of global policies and programs by sharing expertise knowledge and regional perspectives. 
- Works with local and regional teams to standardize and centralize local and regional learning process, administration and offerings across the region to improve efficiency and reduce costs.
- Manages a team of specialists and generalists with responsibility for L&D to deliver services to the business aligned to the global HR model

- Regionally implements global L&D policies, processes and programs including the facilitation and delivery of trainings
- Manages a remote team of L&D specialists and administrators in the countries to deliver L&D services
- Engages and consults with Country/Regional Management Teams regularly to understand capability related issues
- Conducts an annual L&D needs analysis to define the regional offering aligned with the Global Center of Expertise (GCoE) 
- Designs, develops and delivers (internally or outsourced)  regional L&D programs aligned with global L&D policies
- Selects and manages local and regional vendors
- Contributes to the design and development of global initiatives by providing input based on knowledge of best practices and local needs
- Works with local businesses to standardize and centralize local and regional learning process, administration and offerings to improve efficiency and reduce costs. 
- Keeps up to date on best practices and any legal, fiscal or organizational changes which may impact the L&D arena
- Measures impact of L&D program in line with CoE KPIs and ROI
- Provides solutions for complex L&D issues received from HR Services or HR Business Partners
- Budget responsibility for Regional Learning & Development
- Deliver learning communication e.g. newsletter
- Reviewer of L&D translations into local language
- Focal point for Learning Management System in region

Job Requirements
- Bachelors/ Masters degree ideally in Business Administration,  Psychology or HR
- 6+ years of working experience, ideally in HR, including at least 2 years in Learning & Development
- Experience in L&D projects that impacted more than one country / region
- Experienced in assessing  the needs of their customers and translating these into appropriate learning solutions
- Track record in successful project management of program design, development & delivery.
- Knowledge of  reporting and measurement processes for L&D programs
- Experienced in external benchmarking, including keeping track of trends and developments in L&D
- Proven capability to effectively manage and motivate a remote team
- Ability to facilitate, coach and effectively deliver training.
- Ability to influence senior level stakeholders.
- Strong coach and developer of people, effective at deploying available resources
- Proven track record in identifying, selecting and commercially negotiating with external partners.
- Qualifications in the use of psychometric tools and coaching a plus
- Knowledge and experience in the use of Learning Management Systems a plus
- Excellent verbal and written English language & presentation skills.
