The CAPEX Buyer will strategically and operational manage a part of the Capital Investments (CAPEX) portfolio of the BU Industrial Chemicals together with the Buyers & Senior Buyers within AkzoNobel’s Business Unit Industrial Chemicals (IC).
- The CAPEX Buyer will set in cooperation with the project manager the sourcing strategy for a CAPEX project, based on the project requirements, supply market research resulting in the best solutions, lowest costs and eventually the optimal Total Cost of Ownership (TCO).
- The CAPEX Buyer is responsible for providing optimal solutions resulting in a sound and robust Procurement Strategy, matching the technical requirements, in the study, design and execution phase of capital projects.
- The CAPEX Buyer leads the purchasing process within the framework set by the Capex Procurement Manager from start to finish in close cooperation with the responsible project manager, have the contacts with the suppliers and report progress and results including the savings.
- The CAPEX Buyer has good knowledge of supplier market and product developments, challenges the engineers in exploring alternative concepts and sustainable solutions.
- The CAPEX Buyer has experience of systems (SAP/SRM) and in reporting.
- The CAPEX Buyer will be mainly located at the AkzoNobel Industrial Chemicals site Rotterdam-Botlek, but can also be assigned to CAPEX projects for other AkzoNobel Industrial Chemicals sites. In such case She/He can physically be located at such AkzoNobel Industrial Chemicals site. The Capex Procurement Manager will delegate such tasks.
- The CAPEX Buyer will report hierarchically and functionally to the Capex Procurement Manager. He can assign the CAPEX Buyer to various projects at different AkzoNobel Industrial Chemicals sites, set priorities & strategies, planning and targets.
- Priorities and the workload permitting, the Capex Procurement Manager can decide that the CAPEX buyer can also take procurement responsibility of a part of the OPEX materials and services Porto folio of the site Rotterdam, for which activities the CAPEX Buyer will be steered by the Senior Buyer at the Site Rotterdam.

Qualifications/ Education:
- Master or Batchelor in a technical discipline or comparable work and thinking level.
- 5 -10 years relevant work experience in technical or process industries (chemicals or similar).
- Procurement experience in an international environment.
Management/ General Skills
- Strong communication and interpersonal skills, influencing, entrepreneurship, result orientation, negotiation, problem solving, project management, team working/building.
- Ability to understand requirements from various customers and to harmonize these requirements as much as possible.
- Ability to collaborate with integrity and respectfully with stake-holders as well as suppliers.
- Capability of selling ideas, concepts and programs to suppliers.
- Ability to work under minimal supervision with broad direction.
- Ability to perform, understand and communicate detailed information analysis and evaluation.
- Experience in working effectively within a team-based environment.
- Very good English and Dutch language skills.

Functional Skills:
- Best practice in functional area, business awareness, chemical industry market, commercial knowledge and strategic awareness, knowledge of supply base, supply chain value creation.
- Knowledge of and proven track record of application of best practice in project procurement.
- Knowledge of supplier quality assurance.
- Knowledge of purchasing excellence, strategic sourcing.
- Expertise and knowledge of markets and dynamics.
- Ability to assess underlying financial results of a specific course of action.
- Understanding of sales & marketing function.
- Prepared to travel, predominantly within region.
