The Country HR Manager is responsible for the performance and management of the Country HR organization, ensuring an SLA/KPI defined service delivery to management and employees of AkzoNobel. Ensures the daily delivery of HR activities in the country organization in line with service level agreements and budget. Contributes to the execution of the HR strategy and targets by developing, implementing and maintaining the HR processes and HR services consistent with the global CoE processes and the GBS Service Catalogue. Provides leadership, management and oversight to the Country HR organization and to the Country Leadership Team on the execution of the HR strategy in the country. Builds and maintains the capabilities of the Country HR organization.

Transformation stage Country HR Manager:

  • Implement the agreed country HR organization together with the Regional HRD,  businesses and any Country Coordinator or Leadership team whilst maintaining good business support during the transformation period
  • Owns the local change and communication process for the transformation
  • Design, implement and manage the HR Advisor and HR Manager team to ensure efficient and effective support for all businesses in the region
  • Set up effective and efficient People Services organization and processes in line with Global Business Services delivery model in those countries where GBS are not present
  • Support the establishment of a professional Country Center of Expertise function (through Champions or full time roles) and roll out the common AkzoNobel Center of Expertise processes in the country.
  • Drive harmonization of employment conditions that are financially viable in the country
  • Evaluate the business case for improved system support together with GBS Global Process Owner, preparing for transferring tasks to GBS if possible.
  • Defines cost allocation model for new HR set up in country
  • Builds a capable and competent Country HR Team

Ongoing stage Country HR Manager:

  • Oversee the ongoing operation of the HR function in the country (HR Advisor/Manager/Local COEs and HR Services) to assure economies of scale are maximized and service levels are attained and then maintained.
  • Ensure effective local coordination and collaboration between COE/HR Advisor/HR Manager and People Services (making sure that everyone operates within the model)
  • Deploy and implement the Country HR Strategy and prioritize the HR projects, in line with the regional, business, and corporate HR strategy.
  • Provide input to the regional HR Strategy from a country perspective and support the inputs to the Strategic Workforce Planning process (PESTLE).
  • Drive standardization and harmonization of processes and conditions in the country.
  • Ensure the Service Center is staffed according to the standards set by Global People Services and agreed country design in those countries where GBS are not present
  • Responsible for annual country HR budget, follow up of actual costs and for taking applicable actions when required from a cost perspective.
  • Influences regional CoE ensuring the voice of the country is heard.
  • Strive for improved customer service and lead regular discussions/negotiations on the SLA’s and KPI’s with the business
  • Manage and channel performance feedback and ensures continuous improvement of the HR delivery.
  • Manage Industrial / Labor Relations in the Country in line with business needs and global template to ensure the position of AkzoNobel in the Country is optimally leveraged
  • Drive the Employer Value Proposition (EVP) in the country
  • Consult and provide HR functional perspective on project activities such as mergers, acquisitions/divestitures and joint ventures when required.

The Ideal Candidate must have/be:

  • Omani National*
  • Minimum 7 years of experience as an HR generalist in managerial level.
  • Academic background with deep functional knowledge and HR expertise
  • Proven track record in delivering results in an international matrix organization
  • Proven track record in handling labor relations/grievances at national level.
  • Catalyst for change with the ability to drive change
  • Deliver through others/ability to influence people at all levels in the organization in HR and in the business and to build relationships with these stakeholders
  • Leadership competence
  • Communication skills, in matrix environment
  • Leads from a core set of personal values and sense of purpose in line with the AkzoNobel values
  • English proficiency
